NC State Extension is transitioning to a centralized digital civil rights file system, the Extension Civil Rights Reporting System (XCR)  https://evaluation.ces.ncsu.edu/oss/xcr/. This new system will help us prepare for the USDA Civil Rights Compliance Audit scheduled for FY26. Beginning in January 2024 civil rights compliance documentation will be submitted in the Extension Civil Rights System (XCR). Existing in-office records should be saved until the completion of our civil rights review. Please take some time to familiarize yourself with the new XCR system and our civil rights webpages.

System Components for All Extension Employees (Campus & County)

  • Language Access Request Log – Extension has an obligation to provide translation and interpretation services for individuals whose primary language is not English so they are able to participate in programs and receive services. Complete a log entry each time you receive a request for language access services (translation or interpretation).
  • Accommodation Request Log – Extension has an obligation to provide reasonable accommodations for individuals with disabilities so they can participate in programs and services. Complete a log entry each time you receive a request for an accommodation or modification to make services available to individuals with disabilities.
  • Notice of Nondiscrimination Log – Extension may not provide services, assist or partner with any individual, entity or organization that discriminates against an individual because of race, color, national origin, age, sex, or disability. A notice of nondiscrimination shall be provided to each partner organization or entity. Complete a log entry each time you provide a notice of nondiscrimination.
  • Employee Training Log – Any employee who facilitates a meeting or training that includes civil rights/DEI related topics for Cooperative Extension employees shall submit a training log entry. This includes the submission of an agenda, slide decks, and participant lists.
  • Volunteer Training Log – Any employee who facilitates a meeting or training that includes civil rights/DEI related topics for volunteers or advisory leadership group members shall submit a training log entry. This includes the submission of an agenda, slide decks, and participant lists.

System Components for County Extension Directors

  • Annual County Checklist – CED’s will complete an annual review checklist each year. The checklist shall be submitted each year by February 15.
  • Facility Accessibility Checklist – CED’s will complete a facility accessibility checklist by July 1, 2024.

System Components for District Extension Directors

  • District On-Site Review – DED’s will conduct on-site reviews of county offices based on an established 4-year rotation. The checklist shall be submitted upon completion of the review.
